Allan brings more than 25 years of leadership experience in the intellectual and developmental disabilities (IDD) field, with deep expertise in program development, statewide systems transformation, and person‑centered service design.

Allan most recently served as Chief Strategy Officer at Abilities Network, where he led the organization’s long‑term strategic plan and advanced new service lines, partnerships, and policy initiatives. Prior to that, he was Chief Program Officer, directing statewide IDD programs, transitioning services to a fee‑for‑service model, and doubling revenue while maintaining 100% audit compliance. His tenure there also included building program KPIs and leading statewide training initiatives that strengthened quality and consistency across Maryland.

Before Abilities Network, Allan spent 15 years with Service Coordination, Inc., progressing from Service Coordinator to Programs Director. In that role, he managed five case‑management programs supporting more than 14,000 Marylanders with IDD and medical needs, oversaw a $52M budget, and led strategic reforms that improved customer satisfaction, compliance, and efficiency statewide. His earlier roles included leading large regional teams, implementing statewide databases and quality improvement systems, and managing complex transitions such as hospital closures.

Allan began his career in direct support as a Service Coordinator at The Arc of Frederick County, where he was twice recognized as Service Coordinator of the Year.

He holds an MBA from the University of Maryland Global Campus, completed executive leadership and financial management programs at Cornell University, graduated from the National Leadership Consortium on Developmental Disabilities, and earned a B.A. in Psychology from Loyola University Maryland. He is also deeply involved in community leadership, currently serving as Board President of Maryland Inclusive Housing and contributing to multiple statewide workgroups, advisory councils, and committees focused on employment, technology, equity, and quality.
